A person (亻) and 到 dào for the sound. 說文 reads it 仆也 — to fall flat: a person reaches the point of toppling (倒下). Tip a thing past upright and it turns over — so pouring out, reversing, going upside down all come from the same fall: 倒水、倒退、倒立.
