A cart (車) and 害 hài, the sound — worn to xiá. The original 轄 is the linchpin, the pin driven through the axle-end that keeps the wheel from sliding off. Hold the linchpin and you control the cart; from that grip comes the modern sense — to govern, 管轄, what falls under your jurisdiction.
