A strip of bamboo (竹) split in two, the halves matched to prove a claim — the tally. 付 fù carries the sound and a fitting picture: one hand handing a thing across (亻 + 寸). The two halves must hand back into each other. From the matched tally: 符號、相符、護身符. 付 builds 府、附、咐.
