氵義water surrounding the land
州 already drew land sitting in a river — the dots are islets between the streams. When 州 was taken for districts, 洲 added a second 氵 to keep the watery meaning: land ringed by water. 州 zhōu carries the sound, exact. From the river islet it scaled up to the continents: 歐洲、亞洲.
