The hand (扌) goes by touch, the way you would in the dark — to feel, to grope. 莫 mò, the sun gone down into the grass, carries the sound with the tone leveled, and lends the dusk where one gropes blind. So 摸索 feels its way, 摸黑 moves in the dark, 摸底 sounds a thing out.
