保聲bǎo — gives the reading, and means to protecta man carrying a child on his back
Earth (土) heaped into a wall, under the sound 保 (bǎo) — and 保 means to protect, so the sound-piece carries the meaning too. 說文: 小城也, a little walled town. A mound of earth thrown up to keep people safe is a fort: 城堡、碉堡、堡壘. 保 alone shows a man (亻) shielding a child — the protecting that 堡 builds in dirt.
