A person (亻) beside an official (吏) — given the order and sent. 吏, 史, 事 and 使 split from one old word for holding office; the sound walked from lì to shǐ. The one sent is the 使者、大使; the sending itself becomes making things happen (使人高興) and setting things to work (使用).
